KYIV | Ukrainian President Volodymyr Zelenskyy said Russia may be preparing a strike on Ukraine using the hypersonic Oreshnik missile, citing intelligence from Ukraine and Western partners, according to Reuters.

The warning comes during another period of intensified drone and missile warfare. Russia has accused Ukraine of a deadly strike in occupied Luhansk, while Ukraine has continued targeting Russian oil and military infrastructure. Both sides are using long-range strikes to pressure the other away from the front line.

The Oreshnik system has drawn attention because of its speed and potential escalation value. Zelenskyy’s warning did not mean a strike had occurred, but it signaled that Ukraine wants allies to treat the reported preparations as a live threat and not only as another military claim.

Reuters also reported that Russian officials said a strike on a student dormitory in Russian-held Luhansk killed 18 people, while Ukraine denied targeting civilians and said its intended target was a nearby military drone command unit. The competing accounts underline how difficult independent verification can be in occupied territory.

The immediate diplomatic question is whether Western governments respond with public warnings, new air-defense commitments or additional pressure on Moscow. The battlefield question is whether Russia uses the Oreshnik as a signal weapon or keeps it in reserve.

What this means

The warning raises the stakes around air defense and escalation messaging. It also shows how intelligence claims can become part of the conflict before a weapon is actually used.

The next public indicators will be Ukrainian air-alert patterns, Russian military statements and whether allied governments confirm or qualify the warning.
