LONDON | Israel’s cabinet approved construction of a defense compound on the former UNRWA premises in East Jerusalem, deepening a long-running dispute between Israel and the U.N. agency that serves Palestinian refugees.

Reuters reported that the plan includes a military museum, an Israel Defense Forces recruitment center and an office for the defense minister. Israel seized the site in 2025 and demolished it in January 2026, a move UNRWA condemned as a breach of international law.

Defense Minister Israel Katz described the project as a symbol of sovereignty and security. Israel has accused some UNRWA staff of involvement in the October 7, 2023 Hamas attacks, while UNRWA has dismissed some employees but said Israel failed to provide sufficient evidence for many allegations and has accused Israel of spreading disinformation.

The location makes the dispute especially sensitive. East Jerusalem is considered occupied by the United Nations and most countries, while Israel claims all of Jerusalem as its capital. A defense compound on former U.N. agency property is therefore more than a real-estate decision; it is a political signal.

The plan also lands amid ongoing humanitarian strain in Gaza and continuing international debate over UNRWA’s role. Critics of the agency argue it has been compromised and perpetuates the refugee issue. Supporters argue that its schools, health services and relief work remain essential for Palestinians.

The confirmed development is that Israel approved the defense compound plan for the former UNRWA site. What remains unclear is whether additional legal or diplomatic action will follow and whether the move further reduces space for U.N.-linked operations in Jerusalem.
